In 2023, more than 2000 employees worked in our Humanitarian and Development Aid Section in 23 countries (Asia, Africa, Middle East and Eastern Europe). Our team in Prague is looking for a new colleague to become Regional Logistics Coordinator for our country programmes in Africa.About the role:
The Regional Logistics Coordinator is responsible for providing technical support, guidance and supervision to the logistics departments of PIN’s response in Africa, mainly in Angola, Congo, Ethiopia and Zambia. The Regional Logistics Coordinator will ensure that procedures and processes are in place, harmonized, and in line with PIN’s and donor guidelines. The Regional Logistics Coordinator fulfils a roving role, with frequent visits to the Country Programs (CP) to give in-person support. Working alongside the in-country staff, the Regional Logistics Coordinator contributes towards development and improvement of programme quality, oversight and impact in Africa region.Main Duties & Responsibilities:
Procurement support
- Support the general implementation of Procurement policies and procedure in each Country Program, in accordance with PIN Procurement Guidelines;
- Check and control the Procurements processes in Country Programs, ensuring compliance with both PIN and Donor rules;
- Support with the creation and updating of Annual Procurement plans and Project Procurement Plans;
- Support with the compilation and evaluation of large tender procurements;
- Promote improved supplier management, the implementation of vendor database, and nurturing supplier relations;
- Ensure annual review and update of CP Procurement Policies;
- Use the Procurement Power BI to follow Procurements and locate any discrepancies;
- Act as focal point and middle-man between the CP’s and HQ procurement department
Logistics support
- Support the general implementation of Logistics policies and procedure in each CP, in accordance with PIN Logistics Guidelines;
- Ensure standardization of Logistics procedures to ensure smooth operation;
- Provide daily support and supervision of Logistics teams;
- Ensure annual review and update of Logistics SoP’s;
- Review and support improvement of the movement planning and movement tracking with the PIN Logbook app;
- Use the Transport Power BI to follow Fleet performance and make suggestion on fleet improvements;
- Ensure the use and archiving of all required PIN stock documentation;
- Support the implementation and maintenance of IT tools and systems;
- Check on the implementation of Sustainable practices in Logistics (ENVI);
- Support with the recruitment and preparation of tests for new, national staff;
- Act as focal point and middle-man between the CP’s and HQ logistics, asset and IT departments
Administration
- Oversee the budgets of operations department, contribute to planning needs for new projects with regard to logistics department;
- Supervise the tracking of assets and the approval of movements in Navision;
- Supervise and support the compilation of monthly and annual Asset and Stock inventories;
- Supervise and support the compilation and checking of Donation Overviews;
- Participate in the CP reviews and assist filling the CP checklists;
- Support the Regional Admin officer with updating the CP Arrival Pack information for expat visitor
Training & Capacity building
- Provide trainings to national staff on Procurement, Base management, Fleet management, Stock and warehouse management, and IT & Asset management;
- Support the induction and training of newly recruited staff, especially to newly recruited Heads of Operations or Heads of Systems and Operations;
- Support and improve capacity of the Logistics and Procurement national staff, aiming at general independence;
- Provide trainings and support on the use of PIN systems (ELO, Navision, Power BI, Logbook app);
- Provide general trainings on Logistics and Procurement to national Program staff;
- Promote effective communication between Operations and Program departments
Main requirements:
- Proven experience in logistics and procurement management, particularly in humanitarian or development settings;
- Ability to implement and manage logistics and procurement systems (e.g., Power BI, Navision, Logbook app) for tracking assets, fleet management, stock control, and ensuring IT tools and systems are effectively used;
- Demonstrated experience in developing, organizing, and delivering training to national staff, with a focus on building capacity in procurement, logistics, fleet management, and IT systems, empowering teams for independent operations;
- Ability to monitor and ensure compliance with PIN’s and donor guidelines in procurement and logistics, including conducting audits, reviews, and updating of policies;
- Experience overseeing logistics and procurement budgets;
- Strong communication and collaboration skills to act as the focal point between country programme teams, HQ logistics and procurement departments, and external stakeholders, ensuring effective information flow and problem-solving;
- Willingness to spend 60% of the time traveling to various country programmes in Africa, providing in-person support;.
- Experience working with diverse teams across different cultural contexts, fostering teamwork, respect, and open communication between operations and programme staff in country programmes;
- Communicative level of English (minimum of active B2), other languages are welcomed (especially French and Portuguese);
- For expatriate staff: Having a valid work permit for the Czech Republic
