The main mandate of the EWS Program Manager is to develop PIN expertise development in EWS, to support existing EWS interventions and develop new opportunities.

The role may require mid-term deployment (up to 4 months) to support the launch or implementation of EWS programmes. Alternatively, it could imply short term country visits (3-4 weeks) to conduct an assessment or a project evaluation.

It also involves collecting and sharing appropriate lessons learned, best practices, guidelines and policies to CPs, facilitating the transfer of expertise between PIN’s country programs, providing technical support to country teams and facilitating capacity development as required, as well as ensuring appropriate coordination with key partners and donors, and representation of PIN in relevant global and regional platforms, networks and with key donors.

Reporting Relations & Interdependencies with Other Functions

The EWS Program Manager reports to the DRR advisor. S/he does not have line management responsibilities, but may be required to have direct programmatic role while supporting specific country projects/programs.

The EWS Program Manager is part of the Climate Resilience team within PIN Knowledge and Learning Department, a dynamic team of technical advisors and specialists, focusing on high-quality program development and implementation.

In addition to PIN country program teams, the EWS Programme Manager cooperates closely with relevant KLD advisors and members of the Humanitarian unit - in particular Technical advisors involved in Preparedness and Anticipatory action, as well as with the MEAL unit and the Institutional Fundraising Unit.

Duties & Responsibilities

Support EWS programme development and implementation

-        Support PIN’s Country Programs to develop new EWS interventions or strengthen existing ones, and supports CPs in designing and implementing EWS;

-        Lead and/or support proposal development processes related to EWS, in close coordination with Country Programs and the Institutional Fundraising Unit

-        Provides technical and coordination support, advice and guidance in relevant areas of EWS, to individual CPs, ensuring that protection mainstreaming and conflict sensitivity concerns are considered to ensure the highest quality of delivery possible;

-        When requested by a Country Program, support project implementation in country (up to 4 months). This could include any tasks linked to a successful project implementation such as: staff recruitment, project launch, stakeholder relationship, budget management, etc.

-        Regularly travels to PIN CPs to monitor local implementation and provide backstopping and support as needed;

-        Contributes and supports as needed project evaluations, in cooperation with the MEAL unit and CP MEAL teams;

-        Supports country teams in anticipating and addressing possible challenges in project implementation;

Capacity building and learning

-        Tracks key trends and policies in the EWS field, including linkages with anticipatory action (AA), and ensures they are reflected in PIN’s programming and strategies;

-        Develop learning documents (capability statements, how to guide, lessons learnt, etc) to be used for internal learning and external visibility and positioning 

-        Cooperates with Organizational Development Coordinator, DRR advisor and advisor for preparedness and AA to develop and provide relevant workshops and onboarding sessions for HQ and CP staff focusing on EWS;

-        Identifies training needs and gaps in relevant CPs, maps out training opportunities in the countries/region, and facilitates capacity building for PIN CP staff, partners and relevant stakeholders on DRR and EWS as required;

Representation and networking

-        Map and participate to relevant event on EWS globally

-        Follow key trends and progress in EWS 

-        Actively participate and network in REAP and their relevant working groups  

-        Explore opportunities to develop linkages with scientific partners and private sector to leverage their expertise, knowledge and capacities for forecasting  

-        Develop communication materials to promote PIN EWS (briefing notes, dedicated website, etc)

Miscelleanous

-        Contribute to the development of PIN organizational policies and programmatic work by participating in PIN strategic and programmatic discussions, and proactively proposing improvements to PIN’s approaches and strategies;

-        Internal coordination with other technical advisors, MEAL, Digital Unit and Communication department

-        Perform other tasks as requested by line manager.

Requirements

-        At least 5 years of professional experience in designing and implementing Disaster Risk management or Climate resilience programming

-        Strong understanding of EWS components

-        A university degree in a relevant field (e.g: disaster risk management, climate change or similar)

-        Strong networking, representational, and negotiation skills 

-        Proven track record of successful project/programme proposal writing and budget development

-        Proven experience in engaging with the private sector and governments

-        Strong critical thinking, problem-solving, coaching, and mentoring skills 

-        Have the ability to both coordinate different teams and participate in different team environments 

-        Excellent spoken and written English
